Why is Russia switching to digital terrestrial television?

The federal target program solves, first of all, an important social task – it makes 20 federal TV channels available and free for all residents of Russia in high "digital" quality. It is impossible to do this on the basis of analog television due to the high costs of its maintenance and modernization, as well as due to the limited free radio frequency resource. For millions of Russians, digital terrestrial television will mean improving the quality of life and eliminating information inequality.

How is digital terrestrial television better than analog?

Digital terrestrial television broadcasting can significantly improve the quality of images and sound, expand the number of TV channels available to the population, save frequency resources, and also provides an opportunity to develop new modern services.

What is the advantage of CET from RTRS over the offers of commercial television operators?

The advantage of RTRS digital terrestrial television is the absence of subscription fees for the main mandatory public channels of the first and second multiplexes.

Why was the package of digital TV channels turned off in some districts of the Leningrad region RTRS-2 (second multiplex)?

Decree of the Government of the Russian Federation No. 911 of 29.08.2015 amended the federal target program "Development of Television and Radio Broadcasting in Of the Russian Federation for 2009-2015", extending the implementation period of the measures for the construction of the second multiplex network until 2018. In the conditions of parallel analog and digital broadcasting, the financial burden on the broadcasters of the second multiplex increases significantly. In order to reduce the costs of TV channels, the pace of construction of the second multiplex facilities has been adjusted and provides for the launch of the broadcast of the channels of the second multiplex only in cities with a population of more than 50 thousand people. Previously constructed communication facilities are put on standby until 2019.

When will analog TV broadcasting be turned off across the country?

There are no plans to forcibly turn off analog TV channels. Russian President Vladimir Putin approved changes to Decree No. 715 "On All-Russian mandatory public TV channels and radio channels". The editorial board of the document defining the development of Russian television and radio broadcasting fixes the preservation of analog broadcasting of the main Russian TV channels until 2018 inclusive. To ensure parallel broadcasting in analog and digital formats, the Government of the Russian Federation will provide subsidies to all-Russian mandatory public TV channels and radio channels for the purpose of analog broadcast signal distribution in settlements with fewer than 100 thousand inhabitants until 2018 inclusive. It is assumed that TV channels, if desired, will be able to continue broadcasting in analog format after 2018 – both in small settlements and in cities with millions. The analog format of broadcasting will remain as long as viewers and broadcasters need it.

What receiving equipment is needed?

Connecting equipment to watch digital terrestrial television does not take much time and does not require special skills and knowledge. To receive a digital TV on a new TV with DVB-T2 standard support, only a DMV band antenna is needed. For an old analog TV, in addition to the antenna, you need a special set-top box (SetTopBox, STB, or just a "digital set-top box").
